What can help us to exist in harmony with the spaces in which we live? A great help is Feng Shui (FS), an ancient Chinese discipline that is currently so fashionable as well as being distorted by its true meaning by some misinformation and superficiality of self-proclaimed experts. Therefore, we have asked Paola Neglia, consultant and teacher of Chue Style Feng Shui?since 2008 to shed some light on the topic. ?She studied in Milan at the school certified by the Chue Foundation International, founded by Grand Master Chan Kun Wah.

How would you define the FS? ?Rediscovering your own well-being through the improvement and harmonization of your environment?, explains Paola. FS studies the flow and movement of energy in the environment and channels it, putting the person at the centre. People are influenced by their surroundings, shapes, colours, layouts, furniture, objects and even by the exterior and entrances to their homes. What are the elements that distinguish the authentic FS from ?vulgar imitation?? ?We in the industry called fake FS ?Fast Feng Shui? or ?Pop FS?: some self-taught FS teacher or expert who has read all the books on the subject. FS works in all aspects of life, so it is essential to look for serious professionals: it takes at least two years of study to learn the basics and be authorized to provide counselling; then, it is essential to practice. Each consultation is unique and personalised. The same advice is not suitable for everyone nor can it be given from a distance?. ?In fact, the FS has no fixed rules on how a house should be, ?each person has different energetic constitution and life goals, so the manuals may be too general and not very effective. Let me give you an example: a common belief attributed to FS says the bed should be facing north, a very cold and dark area from the energetic point of view, but this area could exacerbate depression! Therefore, you need an expert!

FS is not synonymous with home-neutral, or bio-architecture, it is not magic or superstition: having at home Chinese coins to attract abundance or gold dolphins to attract the love of your life, are part of Chinese superstitions and beliefs, but this is not FS!

We must take into account a person?s taste and the culture
?We must take into account a person?s taste and the culture in which he or she is fully immersed. Including rare elements in an environment would not help, to the contrary, I am sure if I put a Chinese red light in a living room in Milan, it would be a nuisance instead! We need to work with what surrounds us and what we like?, continues Paula. Nevertheless, the starting point of any assessment of an environment is to be aware of what you are doing, ?to change something in your home you must first understand why you need a change and what should be changed. If the environment in which we live?doesn?t?represent our personality?any more?or we?re trapped in some aspect of our life, then we need to renew the environment to sustain us in a new stage of life?.

And what does the FS says about trends and fashion? ?After an in-depth energy analysis, it may be suggested to wear the colour that recalls the most suitable energy to a person, but if his house is in disharmony, the person may not benefit from it in the long run. Unfortunately there are those who, even in this context, uses the name of FS as an advertisement to attract customers?, finalises the FS expert.

Needless to say, beware of imitations and avoid the do-it-yourself Feng Shui!

NWAS Abroad: Detailing Day at Matrix Integrated | Northwest Auto ...

Ever since we expanded into our new space in Lynnwood we?ve become quite comfortable with our little corner of automotive nirvana. Despite being a bit farther out from Seattle proper than some clients may like, the workflow has been consistent, busy, and booked out. So booked out, in fact, that we?ve been getting requests from interested parties outside of Washington & even the US that want to experience the full NWAS treatment. We?re not a franchise, and by most industry standards we?re still a very small shop, so requests to work abroad whether they?re in Oregon or Dubai, are handled with the utmost care!

For our most recent Detailing Day abroad, proximity was priority. After lining up a variety of automobiles and the most intensive?automotive reconditioning ever thought physically possible for one incredible day only, we designated Matrix Integrated as our rally point bravo and got to packing supplies in the van.

Just ahead of us was 3 hours of driving and nearly 200 miles to cover in what turned out to be one of the hottest days on record history.

Good thing we brought fans.

Matrix Integrated is an easy spot to miss if you?re not sure what you?re looking for. It sits unassumingly tucked away right off SW Macadam Ave., looking like any standard old warehouse,?lending a low profile to the German powerhouses that hide right behind the big bay doors.

Given their Bavarian specialties, Matrix Integrated was the perfect locale for what turned out to be a primarily German detail day. The stacked roster had us washing, waxing, vacuuming and wiping down a handful of Audi A3s, A6s, a beautiful Suzuka Grey R8, a VW Jetta, and a couple prized Porsches (including one from the Matrix Integrated stable, rounding out 8 vehicles in total.) Each vehicle scheduled was receiving a service similar to the one that preceded it (mostly Enthusiast Details with a few twists thrown in); so with our buckets soaped and rotaries whirring away we began a seemingly endless assembly line of detailing. As you can see from the time-lapse footage in the video montage, the final A6 was a full team effort. Everyone pitched in to get the car completed on-schedule & before the customer arrived for pickup.

As we started to wrap up for the day and began packing the van, we made good use of the lingering heat by laying out all the wash supplies so they could dry out in the bit of remaining Portland sun.

THE DEFENSE minister Ehud Barak?s resignation comes as reports swirled he would start a center-left party after the January elections. Instead, he has declared he?s quitting politics, effective upon the elections in the New Year.

[...] Some Israeli political commentators had speculated ahead of the announcement that Barak was planning to quit the government of Prime Minister Benjamin Netanyahu to form a new center-left party.

But Barak told reporters that new faces in leadership roles would benefit Israel.

?I feel it is important that other people should take leading positions in Israel. Changes in the position of power are a good thing. There are many ways to contribute to the society and the country, and not necessarily through politics,? he said.

Where Is Windows Phone 7.8? - Business Insider

Earlier this year, Microsoft and Nokia showed off a new flagship Windows Phone, the Lumia 900.

This was the phone that was finally going to make the Windows Phone OS a viable contender against Apple's iOS and Google's Android, they said. The "smartphone betxa test was over," they said.

A few short months later, we learned the Lumia 900 was dead in the water. Its hardware wasn't compatible with Windows Phone 8, the new version of the operating system that was set to launch in the fall. In short, Lumia 900 owners and owners of other Windows Phones wouldn't be eligible for the latest and greatest features found in Microsoft's best mobile OS to date.?

Luckily, Microsoft promised to keep those people happy with a software update to the older Windows Phones called Windows Phone 7.8. That version is supposed to bring some Windows Phone 8 features like a fully-customizable home screen to the Lumia 900 and other last-generation Windows Phones.?

But with all the attention on the new generation of Windows Phones running Windows Phone 8, a lot of people (including us) completely forgot about Windows Phone 7.8 until Paul Thurrott brought it up this week. The fact that Microsoft hasn't mentioned Windows Phone 7.8 in about five months and its refusal to comment on the update since then is a scary omen that it may never arrive.

Here's Thurrott:

Microsoft, silence is no way to treat early adopters, the people who are your most loyal customers. It is the most disrespectful thing you can do, in fact. Combined with the weird and continued holes in your ecosystem strategy?the inability to get Xbox Video content on Windows Phone 8?as only one obvious example?it?s unclear to me why you think anyone should support you or your mobile platform.

He's right.

Microsoft's intentions were good when it announced Windows Phone 7.8. It clearly didn't want to punish early Windows Phone adopters. But now it just feels like Microsoft was misleading Windows Phone owners to avoid a bunch of complaints. If Windows Phone 7.8 is coming, Microsoft needs to tell its customers when. If it's not coming, Microsoft needs to bite the bullet and admit it can't fulfill its promise.

Anything less would be an insult to those who rushed out and bought a Lumia 900 or other Windows Phone earlier this year.

SYDNEY: The Australian government on Monday made a parliamentary apology to victims of abuse in the military and set up a compensation fund after hundreds of claims of rape and sexual assault.

Defence Minister Stephen Smith also established an independent taskforce to individually assess each allegation uncovered by a report commissioned by the government last year.

The taskforce will be able to refer appropriate matters to police for formal criminal investigation, while offering victims help in accessing counselling, health, and other services.

"Young men and women have endured sexual, physical or mental abuse from their colleagues which is not acceptable and does not reflect the values of a modern, diverse, tolerant Australian society," Smith told parliament.

"Such experiences have had a lasting, serious, traumatic and adverse impact on the people who have experienced them."

In his statement, Smith lashed out at senior military figures who occupied positions of trust and who "abused that trust through their behaviour, including through the turning of a blind eye."

"Today's men and women of the Australian Defence Force or the Department of Defence who have suffered sexual or other abuse, on behalf of the government I say sorry," he said.

"You should never have experienced this abuse. Again, I say sorry."

A capped compensation fund was set up with the taskforce, headed by former West Australian Supreme Court judge Len Roberts-Smith, to determine who qualifies for payouts of up to Aus$50,000 ($52,000).

The move follows an independent report sparked by the so-called Skype scandal in 2011, when footage of a young male recruit having sex with a female classmate was streamed online to cadets in another room without her knowledge.

The report detailed 24 allegations of rape that never went to trial, among more than 1,000 claims of sexual or other abuse from the 1950s to the present day, involving both men and women.

As well as the rape claims, it said that "from the 1950s through to the early 1980s, many boys aged 13, 14, 15 and 16 years of age in the defence force suffered abuse including serious sexual and other physical abuse."

Until the 1960s, boys as young as 13 were recruited into the Navy, while 15-year-olds were accepted into the Army, Navy and Air Force up until the early 1980s. The minimum enlisting age is now 17.

The report also highlighted brutal initiation ceremonies and depicted a culture in the military of covering up, failing to punish perpetrators and hostility towards victims who complained.

Smith said the Defence Force would bear the financial burden of any compensation, with military and government officials "committed to zero tolerance in the future."

"Acknowledging the past and taking responsibility for it is only the first step," he said.

"We must ensure that such abuse can never be tolerated again." Defence Force chief General David Hurley also apologised, saying he recognised "the damage and suffering that has been caused to some."

"The Australian Defence Force has begun addressing these causes through its cultural reform programme," he said.

"On behalf of the Australian Defence Force, I say that I am sorry to those who have suffered sexual, physical or mental abuse while serving."

No. 25 Kent State beats Bowling Green 31-24

BOWLING GREEN, Ohio (AP) ? Kent State's remarkable season just keeps getting better.

The No. 25 Golden Flashes are going to their first Mid-American Conference title game with the most wins in school history. But getting there wasn't easy Saturday, especially for second-year coach Darrell Hazell.

Kent State's defense stopped Bowling Green twice within the last five minutes in the Flashes' territory, holding on for a 31-24 victory.

Luke Wollet's interception of Matt Schilz' heave into the end zone with 21 seconds left sealed the victory. The Falcons had driven to the Kent State 14 with less than a minute left, before coming up empty on four consecutive throws.

"My stomach was in my throat," Hazell said. "I couldn't let the players see it."

The former Ohio State assistant has revived a Kent State (10-1, 7-0 MAC) program that has been one of the worst in the conference the last four decades with more winless seasons (four) than winning ones (two) up until this year.

The Flashes' speedy junior running back Dri Archer took over the game with leading rusher Trayion Durham banged up and unable to do much.

Archer ran for 241 yards on 17 carries and two touchdowns of more than 70 yards.

On his second score at the start of the fourth quarter, Archer broke three tackles on his way to a 74-yard touchdown run that put Kent State ahead 24-17. He appeared to be stopped at midfield, but somehow managed to slip away and zigzagged into the end zone.

The teams traded scores until Kent State defensive tackle Roosevelt Nix tipped Schilz's pass and lineman Richard Gray grabbed the ball out of the air, setting up the Flashes at Bowling Green's 20.

Archer took it from there, getting the offense down to the 7. Quarterback Spencer Keith then faked to Archer and kept it for a 7-yard TD that put the Flashes ahead for good with 8:14 left.

Bowling Green (7-4, 5-2) had two more shots, but they were stopped on downs and then intercepted in the end zone.

Keith, a senior, said his teammates had no doubt they were going to win. That wasn't an attitude they had in the past.

"Before we definitely had some doubt," Keith said. "Just because of our past history."

Back in the national rankings for the first time since 1973, Kent State avoided becoming the third MAC team to lose a week after getting into the Top 25.

Ohio was the first MAC team to get into the rankings this season, and the Bobcats then lost their next game to Miami (Ohio). Toledo got into the rankings and promptly lost to Ball State last week.

It was a game of big plays on both sides, with four touchdowns going for over 70 yards, including Archer's scoring runs of 79 and 74 yards.

Archer and Durham have both run 1,000-yards, but Archer knew he would be counted on even more with teammate hurting.

"Coach told me all week I'd have to do more," he said

Archer's first score was spectacular, too. He took a handoff, made one cut and raced past everyone for a 79-yard TD that gave Kent State a 10-0 lead midway through the second quarter.

Kent State extended its school record nine-game winning streak in what is its first winning season since 2001.

They've now won 14 of 16, including 11 straight in the MAC, since beating Bowling Green a year ago.

Schilz was 22-of-44 passing for 355 yards and three touchdowns, carving up a Kent defense that has given a lot of passing yards all season.

His throw to Chris Gallon along the sideline for an 81-yard TD, his second of the day, tied it at 24-24 early in the fourth quarter.

Gallon finished with 213 receiving yards and two touchdowns.

Bowling Green had taken the lead early in the third quarter 17-10 when Schilz lofted a 27-yard throw to Shaun Joplin who leaped over a defender and came down with one foot in the corner of the end zone.

Kent State came back on the next drive by turning to Archer who had a catch and two runs for 38 yards, setting up Keith's 32-yard TD pass to Eric Adeyemi, making it 17-17 with 7:47 left in the third quarter.

Bowling Green had bottled up the Flashes' physical, grind-it-out running game in the first quarter, holding them to just three first downs ? the first coming on a fake punt that gained 31 yards.

That's when Kent State began relying on Archer.

Samsung wants to take a peek inside Apple's patent settlement with ...

Always on the lookout to possibly improve its legal position in the ongoing stand-off with Apple, Samsung on Friday filed a court order seeking to force Apple to turn over a copy of the HTC agreement. As Cody told you, Apple and HTC settled litigation with a ten-year licensing agreement worth nearly $3 billion.

Neither company has released the specifics of the deal, leaving Samsung to wonder whether the agreement includes the famous iPhone software features that Apple successfully asserted against Samsung. You know, the stuff like rubber-band scrolling, pinch zoom and other iPhone perks?

Samsung?s bet is that if these prized patents are part of Apple?s deal with HTC, it undermines Apple?s efforts to seek ban on the sale of Samsung products on the grounds of those same patents.

Samsung Electronics Co Ltd, which could face such a sales ban following a crushing jury verdict against it in August, now plans to ask a U.S. judge to force Apple to turn over a copy of the HTC agreement, according to a court filing on Friday.

Watchers think it would be very unusual if the HTC deal did not include all the patents. And by giving the ailing Android maker access to prized iPhone patents, conventional wisdom has it, Samsung would find itself in a position where as a market leader it would be unable to offer the same level of user experience as HTC, which is struggling with sales and quarterly losses.

The story notes that judges ?are reluctant to block the sale of products if the dispute can be resolved via a licensing agreement?.

Apple lawyers said during the massive Apple v. Samsung trial that the iPhone maker is unwilling to license patents?that cover Apple?s unique user experience, including touchscreen functionality and design.

Apple only licensed?those holy patents to Microsoft, with whom it signed an anti-cloning agreement as part of the deal. One of the prized patents was also licensed to Nokia and IBM.

In opposing Apple?s injunction request last month, Samsung said Apple?s willingness to license at all shows money should be sufficient compensation, court documents show.

In a court filing last week, Apple argued that its Nokia, IBM and Microsoft deals shouldn?t stand in the way of an injunction. Microsoft?s license only covers Apple patents filed before 2002, and IBM signed several years before the iPhone launched, according to Apple.

Of course, it?s entirely plausible that Apple?s licensing agreement with HTC does not include those key patents, which could indicate that CEO Tim Cook is taking a different approach to litigation than his predecessor Steve Jobs.

Cook noted as much when he shared his view of Android litigation as a ?necessary evil?.

    What is your blog is about and why everyone should click over after reading this awesome interview?

I try to write like I was having a conversation with my friends or family, super casual, and certainly without any formality.? I like to think I bring a new sort of perspective on living a healthy lifestyle, hopefully with some humor :) ?I?ve been rocking a healthy lifestyle for close to 6 years now, and I?m passionate about giving out the knowledge I?ve gain on my ongoing journey.

    I read that back in 2007 you lost 85 pounds and you?ve kept it off. What has been the best thing to help keep the weight off??

    Yeah, right, that?s like a couple of toddlers or something?? I started by just going to Weight Watchers with my mom (who also lost 50 pounds, she?s such a hot tamale) and basically relearning how to eat?which I?m sure sounds weird.? I think the best thing for me has been tracking my food, whether that be on an online calorie tracker, snapping pics of what what I eat, or even jotting it down on a post-it?it really keeps you accountable.? It?s really not as time consuming as some people would lead you to believe?and it works.

    Since I?ve started to run, I?ve been burning off a ridiculous amount of calories, and haven?t had to keep such a watchful eye over my calories intake, because?it?s tough to get enough in some days, honestly.?But, even still, I?m always mindful of what kind of food I?m getting in my body.

    Have you always been a runner or did you just get started?

    No way, haha?in hindsight, I wish I had been! I started when we bought a house in a nice neighborhood in July, I felt compelled to get out on the streets.? So, I laced up and off I went.? I started really getting addicted in August?where I logged 29 miles, In September 60 miles, and then in October 90 miles!? Goal for November?100, seems doable after last month!

    I see you?re signed up for a Turkey Trot 5 miler from our Fall Fun Run event. Have you ran a race before? ?

    Ran/walked a 5k back in 2009 with my mother and sister in Manchester, NH?and I wasn?t really taking it too seriously then.
    This month I have a 5k scheduled on 11/10/12 for RunForRovers.org , then the Turkey Trot!? Totally excited?I want to find some funky themed knee socks for the runs!

    I also see that you?re signed up for your first half marathon in January. What are you doing to train??

    Yes, and as we speak I just signed up for another at Disney World in February!

    Generally, I am following the Hal Higdon 13.1 training schedule?but I tend to add an additional short run each week, I?d like to keep my rest days to two a week.? The mileage increments are going great, and I?m always pumped to see how I do on my long runs each Saturday.? I try to do some strength and stretching on my running rest days?always feels great to get things stretched and loose (that?s what she said.)

    Also, my training included figuring on my on-the-run nutrition?I?ve tried all the big names?Gu, Sports beans, Shot Bloks?and honestly, the best in-run fuel has turned out to be Swedish Fish!

    What is a go to meal for you when you?re in the zone and training??

    Before my long runs, I try to eat a big ol? bowl of pasta (original, right?but I?m Sicilian, so this is easy, and my favorite :) ? the night before around 6:30-7, that way I have time to digest before I lie down.? ?I usually set my alarm for 1.5-2 hours before and chomp down on a Clif Bar (White Chocolate Macadamia?the best!) and slug 3-4 glasses of water and get back to sleep?then I?ll get up, slug more water?get ready to go, bathroom, and out the door!

    So far, this has been the best combo for endurance/long runs in my book!

    First stone-tipped spear thrown earlier than thought

    The hunt for food led hominins to cast the first stone half a million years ago ? 200,000 years earlier than we thought. Archaeologists have found the oldest evidence yet of stone-tipped spears.

    The new discovery in South Africa suggests that it was neither our species nor Neanderthals that pioneered the use of such spears, but our shared ancestor Homo heidelbergensis.

    We already knew that Homo heidelbergensis could fashion wooden spears ? a 500,000-year-old horse shoulder blade from Boxgrove, UK, has a semicircular hole in it that suggests it was pierced by a spear. "But the hole's bevelled edges and circular shape are not suggestive of a stone-tipped weapon," says Jayne Wilkins at the University of Toronto in Ontario, Canada.

    Stone points used on spears had been found only at sites that date back no more than 300,000 years, and that are associated with Neanderthals or archaic members of our species.

    That gives huge significance to a new discovery by Wilkins and her colleagues in 500,000-year-old deposits at Kathu Pan in South Africa. The team unearthed a hoard of stone points, each between 4 and 9 centimetres long, that they think belonged to the earliest stone-tipped spears yet found. The stone points are the right shape and size for the job, and some have fractured tips that suggest they were used as weapons.

    Crucially, the points show signs of having been resharpened to maintain their symmetry. That is characteristic of spear tips and not of handheld cutting tools; the latter typically become less symmetrical with use because only the side of the tool used for cutting is kept sharp.

    The find does more than simply extend the prehistory of stone-tipped spears ? it puts those first spears firmly in the hands of Homo heidelbergensis, says Wilkins. Modern foragers use such tools to take down large game as part of cooperative, strategic hunts. Perhaps our ancestor did so too.

    "The spears are evidence for the deep accumulation of hunting behaviours in our lineage," says Wilkins. Use of the spears may have developed as the brain of Homo heidelbergensis increased in size, she says.

    Paola Villa at the University of Colorado Museum in Boulder agrees with the findings. She points out that at a 350,000-year-old site near Sch?ningen, Germany, wooden spears have been found associated with the remains of 19 horses, suggesting Homo heidelbergensis mounted a carefully planned ambush there. "That early humans had sophisticated cognitive abilities comes as no surprise," she says.

    Last week, some of Wilkins's colleagues discovered 71,000-year-old stone tips that may have belonged to the world's earliest arrows. What should we make of the fact that this find, too, was made in South Africa?

    It might just reflect the amount of work going on there, given that vast areas of Africa have yet to be explored for prehistoric remains. "Alternatively, it may be that the unique environmental conditions of southern Africa are in part responsible for technological innovation," says Wilkins. Though it is unclear what these conditions may have been.

    Environment Secretary Owen Paterson: "The scientific advice is that it won't be possible to eradicate this disease"

    Environment Secretary Owen Paterson has acknowledged that ash dieback, a disease that threatens the UK's ash trees, will not be eradicated.

    Announcing the government's action plan to tackle the disease, Mr Paterson said efforts would focus on slowing its spread through the countryside.

    Diseased young trees would be removed and destroyed, he added.

    But the action plan stated that there were no plans to remove mature trees, which are important for wildlife.

    It added that efforts would also focus on developing resistance to the disease.

    Conservation groups welcomed the government's assurance that no diseased mature tree would be cut down.

    "The scientific advice is that it won't be possible to eradicate this disease now that we have discovered it in mature trees in Great Britain," Mr Paterson said.

    "However, that does not necessarily mean the end of the British ash.

    "If we can slow its spread and minimise its impact, we will gain time to find those trees with genetic resistance to the disease and to restructure our woodlands to make them more resilient."

    He told reporters that the arrival of ash dieback meant his department would have to reconsider its priorities.

    "If we are going to really do something radical on the way we handle our forestry in the future and change the priorities, we are going to have to shift resources within Defra.

    Speaking at a briefing, Defra chief scientific adviser Prof Ian Boyd said: "By next season, we could potentially have resistant forms of ash growing in this country.

    "We need to put in scientific research to try and get genetic markers for resistance so that we can go out into our current woodlands that have not been infected and identify trees that might survive relative to those who might not survive."

    Survey results on Wednesday confirmed that the disease was present at 115 sites in England, Wales and Scotland.

    The action plan outlined a number of areas where government efforts would be focused. These included:

    • reduction of the rate of spread of the disease,
    • development of resistance to the disease in the native UK ash tree population,
    • encourage the public and landowners to help monitor trees for signs of ash dieback.

    It explained that newly-planted diseased trees and diseased trees in nurseries would be traced and destroyed because once young trees become infected, they succumb to the pathogen.

    Ecology of ash trees

    Referred to as the common or European ash, the tree - the UK's only native ash species - is scientifically known as Fraxinus excelsior.

    It is the UK's third most abundant species of broadleaved tree (after oak and birch), covering 129,000 hectares of woodland.

    Ash is deemed to be a very important species within the UK's hedgerows and accounts for about 10% of the nation's estimated 123 million "non-woodland" trees.

    The common ash is a large deciduous tree that can reach heights in excess of 40 metres (130ft). It can live up to 400 years but coppiced trees can live for centuries longer. The species is wind-pollinated, and the seeds (known as keys) are primarily dispersed by the wind.

    As the species is long-lived, it is important for wildlife. It supports specialist deadwood species such as the lesser stag beetle and hole-nesting birds including owls and woodpeckers.

    Ash woodlands have light, open canopies, so are an important habitat for flora such as bluebells and ramsons. Birds such as bullfinches feed on the trees' seeds.

    Also, ash provides an important habitat for more than a quarter of Britain's lichen, including nearly 14% of the nationally rare/scarce species.

    Upland mixed ash woodlands are listed as a priority habitat under the UK Biodiversity Action Plan.

    However, there was no intention to fell mature trees because as well as being important to wildlife, they take longer to die and could provide vital clues for scientists looking for genetic strains that might be resistant to the disease.

    The latest data showed that infection, caused by the fungus Chalara fraxinea, did not occur directly from tree to tree, only via leaf litter.

    Over the coming weeks, the government said it would work with scientists and other "interested groups to further develop and implement the measures in the plan, and to set a longer term approach to tackling Chalara".

    Aerial assault

    A ban on ash imports and the movement of trees from areas with confirmed cases of dieback came into force on 29 October, just days after government scientists confirmed that the disease had reached the UK's natural environment - at sites in East Anglia.

    Dieback, caused by the Chalara fraxinea fungus, was first recorded in eastern Europe in 1992 and spread over two decades to infect most of the continent.

    The first confirmed cases in UK woodlands were at sites in Norfolk and Suffolk. Scientists said the infections were most likely to have been the result of spores from the fungus being blown across from mainland Europe.

    Prof Boyd explained that computer modelling showed that there were days when meteorological conditions existed that would have seen a "plume of spores across the UK".

    RSPB conservation director Martin Harper welcomed the publication of the government's action plan, saying it was a "vital part of stopping the spread of this disease".

    But he added that the arrival of Chalara Fraxinea in the UK should act as a "wake-up call".

    "It is essential that we change the way we move animals and plants around the country and across international borders," he warned.

    "Regulation must be put in place to ensure this does not happen again - our natural environment is too precious."

    Woodland Trust chief executive Sue Holden echoed the RSPB's "wake-up call" warning, but added that she supported the view that no mature ash trees should be felled.

    "This underlines widespread concerns that rapid and ill-considered action in our mature and ancient woods could do more harm than good," she said.

    "We do not want to remove small populations of resistant ash that may hold the key to the survival of the species across the country."

    The most visible sign that a tree is infected with Chalara ash dieback is bleeding sores and cankers on the bark, and discolouration of the underlying sapwood.

    The sores often surround branches in the infected area of the tree, causing the dieback of shoots, twigs, branches and smaller stems.

    The disease has also been shown to infect ash tree leaves, appearing as blemishes.

    There are numerous other diseases that display similar symptoms, making it difficult to identify for most people.

    The Forestry Commission has issued guidance on how to identify the disease.

    Trailblazing Fisheries Biologist Receives Award ? TheRockyRiver.com

    Bennett Wynne, a fisheries biologist with the N.C. Wildlife Resources Commission, was named Fisheries Biologist of the Year by the Southeastern Association of Fish and Wildlife Agencies at its 66th annual conference on Oct. 9, in Hot Springs, AR.

    As the agency?s Anadromous Fisheries Coordinator, Wynne coordinates the management of coastal migratory stocks of shad, herring, striped bass and Atlantic sturgeon. He has developed critical working relationships with numerous stakeholders concerning enhancement of aquatic habitats for the benefit of these populations.


    ?Bennett works diligently to assure adequate spawning flows for migratory fish in North Carolina?s coastal rivers, continually looking for opportunities to increase access to upstream habitats,? said Robert Curry, chief of the Division of Inland Fisheries.


    On the Cape Fear River, Wynne advocated for years in support of construction of a rock arch fish passageway over Lock and Dam 1 ? the first impediment to anadromous fishes migrating upriver from the ocean. Beginning June 1, 2011, the U.S. Army Corps of Engineers began construction of a rock arch fish passageway at this location, and the project is now almost complete.


    ?This is a landmark accomplishment, representing the first rock arch structure for fish passage built in North Carolina, and one of only a few in the Southeast,? Curry said.


    Wynne is currently involved with evaluating the effectiveness of this structure and will help determine the potential for similar passage projects on dams upstream.


    In 2010, he coordinated Atlantic sturgeon sampling in the upper Roanoke River basin, which resulted in the first documented capture of sturgeon from this area. Currently, he is leading the effort to develop plans to enhance river herring stocks in the Chowan River basin.


    ?Bennett fills a unique niche, seamlessly blending habitat conservation with fisheries management,? Curry said. ?His contributions to anadromous fish population restoration in North Carolina are extensive and make him well deserving of receiving an honor as prestigious as the Southeastern Association of Fish and Wildlife Agencies? Fisheries Biologist of the Year.?


    The Southeastern Association of Fish and Wildlife Agencies is an organization whose members include the N.C. Wildlife Resources Commission and state agencies with primary responsibility for management and protection of the fish and wildlife resources in 14 other states, Puerto Rico and the U.S. Virgin Islands.

    Highlights of 'fiscal cliff' taxes and cuts

    The so-called fiscal cliff is an economy-rattling combination of expiring Bush- and Obama-era tax cuts and major across-the-board spending cuts to the Pentagon and domestic programs.

    The cliff is the punishment for previous failures of a bitterly divided Congress and White House to deal with the government's spiraling debt or overhaul its unwieldy tax code. The Congressional Budget Office estimates that the austerity program would reduce the deficit by $503 billion through the end of next September ? or approaching $700 billion for the entire calendar year. CBO says millions of jobs could be lost.

    The fiscal cliff includes:

    ?The expiration of Bush-era tax cuts on income, investments, married couples and families with children and inheritances. In addition, some 26 million additional face the alternative minimum tax next filing season, which would raise their taxes by an average of $3,700. Cost through September: $330 billion.

    ?A $55 billion, 9 percent cut in the defense budget next year and another $55 billion in cuts to domestic programs, including a 2 percent cut to Medicare providers.

    ?The expiration of unemployment benefits for the long-term jobless. Cost: $26 billion.

    ?A sharp cut in reimbursements for doctors participating in Medicare. Cost: $11 billion.

    ?The expiration of Obama's temporary 2 percentage point cut in payroll taxes. Cost: $95 billion.

    ?A variety of smaller taxes cuts for both businesses and individuals collectively known as tax "extenders." They include a tax credit for research and development and a deduction for sales taxes in states that don't have an income tax. Cost: about $65 billion.

    ?A need to increase the government's borrowing cap (the so-called debt limit) of $16.4 trillion. The government is expected to hit the cap late this year but the Treasury Department has the authority to juggle certain accounts to buy several more weeks of time so that Congress won't have to act until early next year.

    Fearing 'cliff,' investors finish brutal week

    Wall Street finished one of the worst weeks of the year Friday, pushing Washington to work out a deal to avoid the tax increases and government spending cuts.

    The?stock?market finished one of the worst weeks of the year Friday, pushing Washington to work out a deal to avoid the tax increases and government spending cuts set to take effect Jan. 1.

    Remarks by re-elected President Barack Obama and House Speaker John Boehner on the looming deadline didn't do much to cheer the market.?Stocks?finished barely higher for the day.

    Chris Bertelsen, the chief investment officer at Global Financial Private Capital of Sarasota, Florida, said he expects Congress and Obama to reach a compromise to avoid the fiscal cliff.

    "But it could well be the conventional U.S. political way of doing it ? the last minute type of stuff ? in which case the markets will be haunted by it until the point it happens," he said.

    The Dow finished up 4.07 points at 12,815.39. The S&P advanced 2.34 points to 1,379.85, and the Nasdaq composite gained 9.29 points to 9,204.87.

    For the week, the Dow Jones industrial average fell 277 points, or 2.1 percent. The Dow has fallen 795 points since hitting its closing high for the year, 13,610 on Oct. 5.

    The S&P fell 2.3 percent during the week, its worst weekly decline since June 1, when investor concern about the debt crisis in Europe was rising.

    Stocks?began their slide Wednesday in the biggest sell-off of the year after voters returned Obama, a Democratic Senate and a Republican House to power. Investors immediately turned to worrying about the cliff.

    If the tax increases and spending cuts take full effect, the U.S. will likely fall back into recession, the Congressional Budget Office said Thursday.

    Boehner said Friday that he remains unwilling to raise tax rates on upper-income earners. But he left open the possibility of balancing spending cuts with revenue increases that come from some revisions to the tax code.

    Stocks?managed a small rally. The Dow was up about 30 points when Boehner started talking and about 80 points shortly after.

    Then Obama said he would not accept any approach to federal deficit reduction that doesn't ask the wealthy to pay more in taxes. A spokesman later said Obama would veto legislation extending tax cuts for families making $250,000 or more.

    The Dow began sliding just before Obama spoke, at 1 p.m. (1800 GMT), and had lost its gain for the day by 1:30.

    As they head into talks with Obama next week on the fiscal cliff, congressional leaders no doubt remember what can happen on Wall Street when investors are worried and watching Washington's every move.

    In September 2008, at the depths of the financial crisis, the House defeated a $700 billion emergency rescue of the nation's financial system, sending the Dow plunging 777 points.

    The Dow also slid for eight straight days in the summer of 2011 as politicians squabbled over a deal to raise the nation's federal borrowing limit before eventually reaching an accord Aug. 1.

    The index slipped as much as 634 points between July 27 as the political bickering intensified and Aug. 5, when S&P downgraded the national credit rating, citing the weakening of U.S. political institutions as a reason for the cut.

    On Friday,?stocks?pared losses as investors took encouragement about the economy from a report by the University of Michigan showing that consumer confidence rose more than expected in November.

    Stocks?are well below the highs of this year. The S&P is down 5.5 percent from its peak of 1,465 in September, when the Federal Reserve announced a third round of a bond-buying program intended to hold down borrowing costs.

    The dimming outlook for Europe also weighed on markets this week. The European Commission, the executive arm of the European Union, cut its forecast for economic growth in the region Wednesday.

    The yield on the 10-year Treasury note was little changed at 1.62 percent compared with 1.61 percent late Thursday. The yield on the benchmark government security has tumbled from as much as 1.84 percent Sept. 17, as investor aversion to risk has grown. Treasury yields fall as investor demand pushes up prices.

    Among other?stocks?making big moves:

    ? Walt Disney fell $2.98, or 6 percent, to $47.06 after it said that advertising sales were flat at its ESPN unit, raising concern about the outlook for growth.

    ? Online deals company Groupon slumped $1.16, almost 30 percent, to $2.76 after it disclosed late Thursday that it was hurt by the economic problems in Europe and growth failed to meet expectations.

    ? J.C. Penney dropped $1.05 cents, or 4.8 percent, to $20.64 after the company reported a loss that was larger than investors were expecting. Shoppers have been abandoning the store after it got rid of blockbuster sales in favor of everyday low prices.

    ? Kayak Software surged $8.63, or 28 percent, to $39.67 after the company said it had agreed to be bought by rival travel website Priceline.com.
